- The provisions of this policy apply to all public (non-protected) data and information (open data) produced by Al-Baha Municipality.
- The purpose of this policy is to establish key regulatory controls related to sharing open data with beneficiaries inside and outside the Municipality. Open data is considered a subset of public information.
- This policy applies to open data shared with entities inside and outside the Municipality for the purpose of publishing the Municipality’s work and services, raising awareness and knowledge, and providing information, including the following:
- Interactive reports in their various sections
- Annual Statistical Yearbook
- Al-Baha Municipality must be cited as a reference when using its data in order to preserve the Municipality’s intellectual property rights.
- When using the Municipality’s data, it must be preserved without modification.
- This data must not be used for political or discriminatory purposes against any group, race, or religion, or to support any illegal activities.
- Users of the Municipality’s data have the right to conduct studies of any kind, provided that the integrity, accuracy, and validity of the data are maintained.
- Published study results must be free of errors related to the accuracy, validity, and reliability of the data.
- The Municipality welcomes sharing study results with it through the Data Management Office.
- The Municipality disclaims responsibility for any damage or loss that may occur to users of its published data, whether entities or individuals.
- Published data may be changed or deleted as a result of periodic data updates by the Municipality, and the continuity of data availability is not guaranteed.
- Approval of the Open Data and Information Officer prior to publishing.
- Data openness by default: Ensuring that the Municipality’s public data is made available to all through disclosure, access, or use unless its nature requires confidentiality or privacy protection.
- Open format and machine readability: Data is made available in machine-readable formats (CSV, XLS, JSON, XML) or any other format required by the Municipality in coordination with the data owner.
- Data timeliness: The most recent version of each dataset is published.
- Comprehensiveness: Open datasets must be comprehensive and include as much detail as possible, while complying with personal data protection policies.
- Non-discrimination: Open datasets must be available to everyone without discrimination and without the need for registration.
- Free of charge: Open data must be made available to everyone at no cost.
- Open data licensing in the Kingdom: Open data must be subject to a license that defines the legal basis, conditions, and obligations for using the data.
- Governance development and inclusive participation: Open data enables access and participation for all, enhances transparency and accountability of public entities, supports decision making, and improves service delivery.
- Comprehensive development and innovation: Reuse of open data should be promoted, and integration between various entities should be encouraged to develop a new generation of open data innovators and engage individuals and institutions alike.
